as
a
special
envoy
of
the
government
to
push
for
the
peace
process
and
democracy.
He
expressed
disappointment
at
the
political
deadlock
in
Nepal.
Saran
said
a
free
and
fair
election
at
the
earliest
is
the
key
to
establishing
a
Republic
in
Nepal.
Elections
for
an
assembly
to
draw
up
a
new
Nepali
constitution
have
been
delayed
after
the
ruling
coalition
failed
to
break
a
political
deadlock
with
Maoist.
