Srinagar, Aug 27: CPI(M) leader Mohammad Yousuf Tarigami today came down heavily on the Congress-PDP coalition government in Jammu and Kashmir for its ''failure'' to enhance trust among the people during the past five years despite ''flowery'' promises.

Addressing a public meeting at Malawan in south Kashmir's Kulgam district, he said healthy functioning of a democratic set - up depend upon the mutual trust between the people and the government.

Mr Tarigami regretted that the failure of the coalition regime had not enhanced such a trust in any measure during the past five years despite its flowery promises. The state government had miserably failed in addressing the burning issues facing the rural masses, he added.

The CPI(M) leader said the people were living in miserable conditions in villages and referred to utter negligence of the state administration in providing adequate and immediate relief to victims of natural calamities.

He blamed the coalition government for denial of incentives to farmers facing an economy dominated by pro-rich market mechanism, non-availability of credit to them on affordable terms, failure to provide insurance cover to all the crops and inability to shift the growing burden on land by providing alternative agro-based avenues of employment.

Mr Tarigami lamented that the recruitment process even in the filing up of limited number of government jobs suffered from lack of transparency and proper methodology.

He referred to the condition of thousands of casual employees appointed by the government, saying they were without salaries for years and the same fate was now hanging over the heads of those working in public sector undertakings.

The CPI(M) said the state government was indulging in ''backdoor recruitment'' even as cases of compassionate appointments under SRO-43 were pending for years now.
