Speaker rules out videographing of proceedings on MGP

Panaji, Aug 24 (UNI) Speaker of the Goa Legislative Assembly Pratapsingh Rane today rejected the plea of the Davlikar brothers of the Maharashtrawadi Gomantak Party (MGP) for videographing the entire proceedings related to hearing of their disqualification notices.

In his ruling, the Speaker maintained that there was no such provision either under the 10th Schedule of the Constitution or the procedure of any Courts providing for videographing of the proceedings and hence the rejection of the prayer, according to the Legislature Secretary T N Dhruvakumar.

The main petitions against Ramakrishna Davlikar and his brother Pandurang Davlikar, both MLA's of the MGP, seeking their disqualification by Agnelo Fernandes (Congress) for switching sides from Government side to the opposition Goa Democratic Alliance last month, would be heard on Monday.

The petitions of the duo challenging the decision of the Speaker restraining them from voting in the ''Motion of confidence'' sought by Chief Minister Digambar Kamat on July 30, had been pending disposal by the Supreme Court.

The Speaker had also posted for hearing the disqualification petition pending against the lone woman Congress legislator Victoria Fernandes who allegedly violated the party's whip by not participating in the voting on budgetary demands on July 24 in the House.

It might be recalled that she had recently withdrawn her resignation from the House as also the petition from the Panaji Bench of Bombay High Court here against the Speaker's order restraining her from voting in the House on ''motion of confidence'' sought by Chief Minister Digambar Kamat on July 30.
