Phagwara, Aug 18 (UNI) National Safai Karamchari Commission (NSKC) Chairperson Santosh Chaudhry today urged the Chief Ministers of all the states to provide basic amenities to all Safai Karamcharis.

Talking to newsmen here, she reiterated her commitment to end the social evil of lifting night soil on the heads by scavengers by the end of March 2009, and appealed to the state government's to cooperate for this noble cause.

She expressed her concern saying, despite several reminders the scavengers were being forced to lift night soil on the heads in many states including West Bengal, Madhya Pardesh, Gujarat, Uttar Pardesh, Bihar and Maharashtara.

Ms Chaudhry urged Prime Minister Manmohan Singh to stop development grants to the states that had not abolished the carrying of night soil by scavengers as per law.

''Almost all states were giving false figures on this social evil and were diverting funds meant to implement the policy to other sectors'', she said.

Demanding strict punishment for the officials concerned of the area where the practice was allowed, she said ''Many states had not been able to submit Funds Utilisation Certificates which indicated they were hiding the facts''.

She urged the states to implement the national schemes for Rehabilitation and Liberation of Scavengers and work actively to provide community latrines.

Replying a question, Ms Chaudhry said she had a meeting with Union Railway Minister Lalu Parshad Yadav to provide toilets and latrines in all trains on Aeroplanes patterns so that night soil does not fall on railway tracks.
