HP University's EC approves new recruitment policy

Shimla, Jul 27 (UNI) The Himachal Pradesh's Executive Council (EC) today approved the policy and programme for recruitment of teachers in the HP University framed by its Vice-Chancellor Anil Wilson to streamline the recruitment procedure of faculty members.

According to the policy, appointment to the teaching positions in the university would be made on the basis of a marks system, of which 80 marks would constitute ''scholastic component'' and the remaining 20 for the interview, an official spokesman said in a release here.

Scholastic component includes academic achievements in the post graduation, M.Phil, PhD, research publications, gold medals, co-curricular achievements and experience.

In another innovative step, the candidates themselves would fill in the marks attained by them on the basis of their scholastic achievements, he said.

Only short-listed candidates would be called for the interview as per the law laid down by the Supreme Court in M P Public Service Commission Vs. Navnit Kumar Potdar (1995 AIR 77) which noted that calling too many candidates for interview made the process superficial and casual.

The spokesman said 15 candidates would be interviewed for one vacancy with an increase of five candidates for every additional vacancy. These candidates would be short-listed according to their merit in the scholastic component.

''The policy will ensure a totally transparent and merit-based appointment system based on established legal parameters,'' Anil Wilson said.

The vice-chancellor said that this just, objective and transparent system would enable the university community and civil society to repose complete confidence in the selection process.

The council approved new syllabi for various undergraduate courses including Physics, Chemistry and Mathematics.

The long pending seniority list sorted out by the Recruitment and Promotions Committee also recived the Council's stamp.

Promotions due to a large number of vacant positions among section officers, assistant registrars, deputy registrars, additional controller of examinations and planning and development officers among others would soon be filled, the spokesman added.
