Agartala, Jul 27: The second Administrative Reforms Commission (ARC), constituted by UPA government, has asserted to submit a separate charter of recommendations on conflict management and insurgency in Northeast.

Talking to mediapersons here yesterday, ARC chairman Veerappa Moily said besides, transparency and pro-people administration, the NE states needed a separate administrative strategy to combat insurgency.

''ARC has realised the need to decentralise power to autonomous bodies for the region's betterment,'' Mr Moily, also former chief minister of Karnataka, opined.

He also stated that ARC had been working for administrative reforms, protection of civil servants for their bonafide decisions and civil rights.

Appreciating UPA government's pro-people schemes, Mr Moily the Commission was constituted after 34 years.

It would ensure the right to information, timely and effective redressal of grievances and a systematic approach to simplifying procedures in public sector, he added.

The ARC had already submitted the reports on Ethics in Governance, RTI Act, Rural Employment Guarantee Act, Disaster Management, Police Commission and Citizen Centric Administration since its inception in September 2005.

''Seven more reports for good governance will be submitted by March 2008 in consultation with the stakeholders,'' Mr Moily added.
