E-procurement, E-payment need of hour: CVC

Hyderabad, July 7: E-procurement and E-payment in all government organisations and Public Sector Undertakings are essential to combat the menace of corruption in procurement, Central Vigilance Comissioner Pratyush Sinha said today.

The Gas Authority of India Limited (GAIL) had already introduced e-payment. All Central Government organisations and PSUs, which make an annual procurement of over Rs 1,00,000 crore, should put in place IT-enabled procurement and payment system, he said while inaugurating the fourth anniversary celebrations of the Vigilance Study Circle here.

While being transparent, steps should be taken to guard against hacking of websites and database by fraudsters using sophisticated screening equipment and biometric identification of people browsing the websites, he underlined.

Taking a cue from private sector, PSUs should reduce dependence on paper by methods like scanning of documents and records and make internal decisions on computers to achieve ''paperless offices''.

The PSUs as also Central Government organisations should put in place an IT-enabled complaint handling system to give the status of public complaints on a progressive basis and also provide a toll free number for citizens to access information easily, he said.

The CVC's directive to these institutions to upload complete information on tenders on their websites and place summary of tenders finalised on websites had brought about transparency in public procurement, he noted.

While many of the organisations had successfully switched from an opaque system to openness, quite a few were fumbling, he said, warning of action against any organisation deliberately trying to evade implementation of these directions.
