JK: Flood-lights scam unearthed, challan against DC

Srinagar, Jun 27: Jammu and Kashmir Vigilance Organisation (VO) unearthed a scam worth lakhs of rupees in the installation of flood- lights at various police establishments and also filed a challan against former Deputy Commissioner and 112 others for fraudulent drawal of ex-gratia relief against damage to the migrant property.

A VO spokesman said a case of misappropriation of government money against former Executive Engineer of Police Construction Division (PCD) and others for execution of electrification works by installation of flood lights at various police establishments from 2005 to 2007 at highly exorbitant rates resulting in wrongful loss of several lakhs to the state exchequer.

A verification was conducted into the allegation of execution of electrification on highly exorbitant rates in Jammu Province during the year 2005-2006 and 2006-2007.

During the verification a random check of electrification works taken up for execution at DPO Border, SP Border, SP CID CI Jammu, police station Bari Brahmana, District Police Lines, Jammu and Armed Police Complex Channi Himmat was conducted.

The check has revealed that in and around the month of September October 2005, a criminal conspiracy was hatched by Abdul Hamid Sheikh the then Executive Engineer (EE) and other officers of PCD with a group of private persons with the object of obtaining undue pecuniary gains in the process of execution of electrification works.

The officer along with other officers and officials of PCD while adopting pick and choose method, without inducing competition and ascertaining the reasonability of rates, got the works of providing and fixing of flood lights and other allied electrification works executed through their favourites on highly exorbitant rates. He said as against the expenditure of Rs 36,15,370 charged by the accused on account of electrification works, the expenditure as per prevailing market rates on these works should not have exceeded Rs 24.68 lacs.

As such, an excess drawal of about Rs 11.47 lacs was made by the accused. The total expenditure incurred on execution of electrification works in Jammu province was about Rs 1.40 crores.

The VO also produced challan against former Deputy Commissioner Kupwara, his personnel assistant and 111 private persons in the Court of Special Judge Anti Corruption Kashmir for fraudulent drawal and disbursement of ex-gratia relief against damage to the property of migrants in Kupwara District.

The accused former Deputy Commissioner, his PA and the private persons had entered into a criminal conspiracy for pecuniary benefits had prepared fake and forged records of damage to the immovable property of migrants in District Kupwara and fraudulently drawn an amount of over Rs 1.18 crores during 1997-98, from government treasury and misappropriated.

The organisation also produced challan in the Court of Special Judge Anti Corruption Kashmir against Nazir Ahmad Shah, Junior Engineer, Public Health Engineering, Sopore-Division, who was caught red handed while accepting bribe of Rs 10,000 on 25.03.2006 from one Daljit Singh for finalizing the bill against the work of laying and fitting pipes from at Shranz in Water Supply Scheme Shrakwara Baramulla.
