Jammu, June 22 (UNI) Jammu and Kashmir government has approved an outlay of Rs 4,929.48 lakh under Draft Annual Plan 2007-08 for the winter capital district of Jammu.

At the district Development Board Meeting convened under the chairmanship of Minister for Health and Medical Education Mangat Ram Sharma here yesterday, it was apprised that the unique feature of the current year's plan is that revenue component in agriculture, industries and commerce, health, PHE and state motor garages sectors have been transferred to non-plan, consequently reducing the plan ceiling to the level of Rs 4, 929.48 lakh as compared to Rs 9,445.85 lakh approved during the last financial year.

''Out of the approved outlay, Rs 1,719.27 Lakh has been kept for revenue component, while Rs 3, 210.21 Lakh has been earmarked for capital component, including Rs 1,147.49 lakh as institutional loan/AcA/Reconstruction/tied),'' an official statement said.

The participants at the meeting stressed for upgradation of schools with adequate infrastructure. They welcomed the government decision of augmentation and maintenance of electricity infrastructure by commissioning mega projects, but due to paucity of funds under maintenance of existing infrastructure much could not be done, a statement said.

Tn was apprised that an outlay of Rs. 9.63 lakh has been allocated for agriculture sector and Rs 3.21 Lakh has been kept for agriculture lands during the current year.

A target of 45,000 hectares under paddy, 12,000 hectares under maize, 71,000 hectares wheat, 3,500 hectares bajra, 11,200 hectares pulses, 6,750 hectares oil seeds, 10,500 hectares fodder development and 8,900 hectares area under vegetables, including potato seeds, is proposed under high-yielding varieties.

Speaking on the occasion, Mr Sharma underscored the importance of timely completion of developmental projects to fulfill the public aspirations.

A monitoring system has been set under which every rupee spent would be accounted for and every work completed judged by the benefits occurring to the people out of it, he said.
