Russian Ambassador in Kashmir

Srinagar, June 19 (UNI) Russian Ambassador in India Vyacheslav Turbnikov called on Jammu and Kashmir Chief Minister Ghulam Nabi Azad here last evening, an official spokesman said today.

During the meeting, Mr Azad told the Russian envoy that a multi-pronged strategy has been put in place in the state to address political, economic and social issues simultaneously.

The Chief Minister said Prime Minister Manmohan Singh has so far convened three round-table conferences on Jammu and Kashmir in which representatives of the people of all shades of opinion and areas participated and put forth their viewpoint.

He told the Russian Ambassador that dialogue was also held with separatists and others to resolve the Kashmir issue.

After the second round-table here in may last year, five working groups were set up to address various issues pertaining to Jammu and Kashmir, the Chief Minister informed the visiting dignitary.

Action was being taken to implement the recommendations made by the working groups, Mr Azad said.

He told Mr Turbnikov that the Prime Minister has approved Rs 24,000 crore-reconstruction plan for the state, which was being implemented swiftly to raise massive public service infrastructure across Jammu, Kashmir and Ladakh.

Mr Azad said the Assembly elections held in Jammu and Kashmir in 2002 were free and fair. The by-elections held last year were record breaking so far as turnout and transparency was concerned, he said.

He said strict instructions have been given to the security forces to ensure no human rights violations occur while dealing with militancy in the state.
