IT official presents resource convergence model

Itanagar, Jun 15 (UNI) A software model named 'district level resource convergence mantra' was displayed yesterday at the Raj Bhawan before a gathering of senior officers, including Chief Secretary Tabom Bam.

The model was aimed at converging entire district level development plans for more cost-effective and radical outcome.

While displaying the model, Vinay K Dharmadhikari, a scientist and senior director of Information Technology, Union Communications and IT ministry, highlighted its major features, official sources said here today.

Mr Dharmadhikari said while developing the model, Aruna Sharma a senior IAS officer of Madhya Pradesh, had identified many obstacles such as plethora of schemes, supply-based services rather than demand-based ones and stressed on inclusive growth.

He stressed on a joint workshop for deputy commissioners and said that the heads of department be conducted by Aruna if the state government desired.

Mr Bam pointed out that the model envisaged may not be relevant to the state, where the planning process was 'bottom up' rather than 'top to bottom.' Moreover, many centrally-sponsored schemes were found to be ineffective because of the peculiar geographical condition of the state.

General administration secretary Ganesh Koyu suggested that since legislators played major roles in planning process, their involvement in such discussion could make a difference.

PWD and IT commissioner Otem Dai, Tourism secretary Y D Thongchi, State Forest Research Institute director G N Sinha also spoke on the occasion.
