Naga: MHA asks rebels to comply with Ground Rules

Kohima, Jun 14: The Union Ministry of Home Affairs (MHA) has cautioned the rival NSCN factions against its failure to comply with the agreed Ground Rules and asked them to move all their cadres to the designated camps by June 30, violation of which would be viewed as 'gross violation' of the Cease Fire Ground Rules.

This was disclosed by Lt Gen (Retd) R V Kulkarni, Chairman of the Cease Fire Monitoring Group (CFMG) and Cease Fire Supervisory Board (CFSB).

Gen Kulkarni had recently returned from Delhi after meeting MHA officials to review implementation of the ground rules and the situation arising out of their non-adherence to certain clauses.

In a statement, Gen Kulkarni said during the deliberation, the officials had expressed deep concern over free movement of the armed cadres outside their respective designated camps.

He added that the MHA had asked him to ensure that all armed activists remained confined to the designated camps and to deal with their presence outside the camps appropriately. He lamented that non-compliance of the agreement had created a feeling of insecurity among the people.

Presently, there are eight designated camps approved for the NSCN (K) and eleven for the NSCN(IM). General Kulkarni blamed free movement of the armed cadres in civilian areas for all the killings and factional clashes.
