Srinagar, June 14 (UNI) The Centre today said the circulation of a CD, purpotedly by international terror group al Qaeda, here recently was an attempt by some elements to create panic among the people.

Addressing a news conference here, Union Home Secretary Madhukar Gupta refused to speculate about the surfacing of the CD allegedly by al Qaeda here on June 8.

He said several agencies were conducting the necessary inquiries into the entire matter related to the CD and the statement.

''Till the inquiry is over, we would not like to speculate about it. And after going through the report, if the matter merits any response, we will definitely come out with one,'' Mr Gupta added.

The Union Home Secretary said it was a desperate effort by some elements to create panic among the people.

''We would appeal to the people no to panic over the CD. There is no need for any panic,'' he added.

Mr Gupta arrived here to attend high-level meetings to discuss the recommendations of the four working groups set up by Prime Minister Manmohan Singh during the second round-table conference to deal with the Kashmir issue here in May last year.

The working groups had submitted their recommendations at the third round-table conference in New Delhi on April 24.
