Hyderabad, June 14 (UNI) The All India Christian Council today described as ''moral victory'', Madhya Pradesh Governor Balram Jakhar referring to the Auditor General, the Bill to amend the Freedom of Religion Act to make it more stringent to curb religious conversions.

AICC National President Joseph D'Souza claimed at a press conference here that the Auditor General was right in opining that the amendment Bill was against the provisions of the Constitution.

The Governor's decision to put on hold his approval to the Bill was a significant development in ensuring freedom of religion.

The Bill, passed by the State Assembly during the last monsoon session, made it mandatory for obtaining permission before conversion and provided for a jail term as well as penalty to the priest and the convert if the conversion was unauthorised.
