India welcomes collaboration with Nepal in agriculture, horticulture

Shimla, June 4 (UNI) India today welcomed collaboration with Nepal in areas of agriculture, horticulture, power and water harvesting technology, saying it will mutually benefit both the countries.

Besides, maintaining cordial relations, India hoped for peace, progress development in all its neighbouring countries, Himachal Pradesh's Irrigation and Public Health (IPH) minister Kaul Singh Thakur told a Nepalese delegation that called on him here.

The delegation, headed by Joint Secretary of the Nepal Law Commission Ram Kumar Acharya, is here to share experiences and expertise on preparing legislative drafting manual for Nepal.

Explaining the stages involved in preparation of a bill is Mr Thakur said the first stage in preparation of a Bill is the formation of a legislative policy and after the matters are settled, the proposals for the legislation are referred to the law department for their advice.

Cases involving legislation are first brought before the Cabinet for policy decision and then referred for legal advice, he said.

Mr Thakur said after the draft bill has been finalised, the administrative department submits it to the Cabinet for approval and introduction in the assembly.

It becomes a Bill only after assent from the President or the Governor, he added.
