Bihar govt to introduce performance apprisal report for bureaucrats

Patna, May 20 (UNI) The Bihar Government is planning to introduce Performance Apprisal Report (PAR) for all IAS and IPS officers soon to improve the workculture of senior bureaucrats in the state.

Based on a new format of judging the overall performance of these senior officers, the new report would replace the age-old system of submitting the annual Confidential Report, still being followed by the Centre, official sources here today said.

Stating that PAR would follow the system of evaluation on the basis of marking on a scale of one to ten in different categories, the sources said apart from evaluating the general performance of all IAS and IPS officers, the PAR would be taken into confidence to justify the claims of their promotion and medical fitness.

Claiming that the new system was aimed at making the bureaucrats sharper and more agile in discharging their duties, the sources said the PAR would be prepared after judging the functional efficiency and on the basis of the annual output of each of the officers.

Referring to the multiple advantages of the PAR vis a vis the previous method of evaluation, the sources said, however, under the new system the concerned officer would have the freedom to choose the year of his evaluation.

Moreover, the PAR would allow the officers to select the type of training courses he preferred to join at the initial stages of his career to make himself more efficient in discharging the duties in future.

The final decision to launch the new apprisal method was expected to be taken soon so that the system could be introduced from the current fiscal itself, the sources added.
