Make development schemes result oriented, Azad to J

Srinagar, May 19 (UNI) Jammu and Kashmir Chief Minister Ghulam Nabi Azad has said the variegated topography and diverse geo- climatic conditions of the state demand area specific approach of the administration to make development schemes result-oriented.

''Difficult and varied geographical terrain, severity of winters, rainy seasons and inaccessibility of areas have placed us at receiving end all along,'' Mr Azad said adding the eighteen years of militancy has further compounded the problems.

He called for attitudinal change to take the state ahead in all fields.

Speaking to district, tehsil and block officers of Srinagar and Ganderbal districts here, the Chief Minister said managerial capacity and personal dynamism of officers is prerequisite to ensure benefits of development accrue to people and development scenario gets considerable fillip.

'' Officers and functionaries are the hub of development and their performance actually set progress into motion'', he said and beseeched upon them to transform and sincerely deliver for the good of people and the state.

Giving example of progress in south Indian states, Chief Minister said some 20 years back these states were far-behind northern states in the field of development but the attitudinal change in the governance catapulted their economy and development.

Jammu and Kashmir which once used to be the face of India presently lags behind in infrastructure and progress, he said adding '' we have to work with dedication to restore the lost glory''.

Citing example of reconstruction of residential houses by the people in earthquake hit areas of Uri and Tangdar in shortest possible time by putting in personal dynamism and utilizing the relief funds judiciously, Chief Minister said if the officers of the government exhibit same spirit and consider public schemes as their personal, the day is not far when tangible results would be achieved on ground within stipulated time frame.

He said time has provided us an unprecedented opportunity to develop speedily. The central and state governments are at present working on same wave length and spirit to develop Jammu and Kashmir.

''This friendly and cordial atmosphere may not lost for ever, as such, we have to take best advantage of it and utilize the huge finances provided by the centre liberally for all round development of the state,'' the Chief Minister asserted.

He said prestigious and gigantic development projects have been kick started under Prime Minister's Reconstruction Plan, Asian Development Bank Funding, PMGSY, Bharat Nirman, National Rural Health Mission and JNURM in the state to ensure all round development equitably across the state.
