Petition challenging schools on charging fee during vacation

New Delhi, May 18 (UNI) In an attempt to make schools accountable, a petition has been filed in the Delhi High Court seeking to declare void the entire process of declaring summer and winter vacations in Delhi at fixed dates and charging fees, including transport charges, during holidays.

The writ petition, filed by one Rahul Singhal, urged the court to issue a writ order to reduce the duration of summer vacations in Delhi to 30 days and enhance the winter break to ''relate'' to the weather conditions of the year.

Addressing a press conference Mr Singhal, said, ''It is a regular practice in Delhi Schools to take a break for summers every year starting from 1st to 10th May till 1st to 10th July on a routine basis without considering the real weather conditions....'' ''The vacations are meant to give relief to children from the weather...But schools close irrespective of the prevailing weather conditions,'' he added.

The petition urged that no fee or at least transportation fee not to be charged and a strict check be placed to see whether staff has been paid for vacation period.

''Fees for two months when the school is closed for vacations is charged from students. All the expenses which are incurred otherwise are saved by the school... Almost each and every management person of a private school enjoys the vacation on the expense of the children,'' said the petition, which was filed on May 16.

''Most of the schools do not pay salaries to their staff and some pay half or so...Some schools even charge extra fee in the name of extra-curricular activities for this period,'' it added.

The petition said because of the regular summer break the children lost out on regular study time.
