Shimla, May 18 (UNI) The Shimla district committee of the Himachal Pradesh CPM today accused both the BJP and the Congress of failing to create necessary basic infrastructure in Shimla town.

Despite ruling the corporation for over e decade, the Congress-ruled corporation had failed in providing clean drinking water to the people of town, party's Shimla district secretary Sanjay Chauhan said at a press conference here.

He also released a CD on the occasion, saying it would expose the BJP and the Congress for their failures to develop the historic town.

Mr Chauhan alleged that the Congress was resorting to unfair means to retain its hold over the corporation, saying it has registered several hundred bogus voters in various wards of the town.

Since the Congress was foreseeing its defeat in these elections, it was misusing official machinery to campaign for its candidates, he said.

He alleged that the Congress ministers were threatening the government employees to vote in support of the Congress candidates or get transferred to tribal areas of the state.

Referring to Horticulture Minister Singhi Ram's yesterday's public meeting at the Indira Gandhi Medical College and hospital (IGMC), the CPM said it was a clear case of violation of the model code of conduct.

State secretariat member Tikendar Singh Panwar, who was also present on the occasion, accused the Congress Government of adopting double standards in demolition of illegal dharas on the forest areas, while legalising its office building on the other hand.

He said several hundred people fell prey in the town due to Jaundice recently after the corporation supplied contaminated water in various localities of the town.
