IAS officer jailed in rape case

Bilaspur, Chhattisgarh, May 15 (UNI) A local court today sent IAS officer Vinod Katela, to judicial remand on the charge of raping a tribal woman.

Mr Katela was arrested yesterday from Jabalpur and was presented today before Additional Judicial Magistrate Jitendra Jain's court.

He is presently posted as the Additional Commissioner in Jabalpur.

He was also appointed as election observer in the recently-held Uttar Pradesh Assembly elections.

An arrest warrant had been issued against Mr Katela few years back. However, according to the police, he was absconding.

After strict warning by the court, police arrested him yesterday.

Mr Katela had tried to give a slip to the police team, led by the Sub-Divisional Officer, but was nabbed.

He was made to undergo complete health check-up at medical college before he was presented before the court.

The woman had approached the High Court seeking justice when no action was taken despite lodging a police complaint. Finally, police registered a case under the Scheduled Tribe Atrocity Prevention Act.

In 2000, when Madhya Pradesh was divided, Mr Katela opted for service in Madhya Pradesh and left.

Though he was posted at several places in Madhya Pradesh, police had presented a 'challan' stating that Mr Katela was absconding.

A bail plea submitted by Mr Katela was first quashed by the High Court and later by the district sessions judge.

In her complaint, the woman, posted as superintendent in a hostel of Tribal Welfare Department, alleged taht Mr Katela, who was then posted as the Chief Executive Officer in the Zila Panchayat, sexually assaulted her on the pretext of marrying her.

Later, Mr Katela refused to marry her. She also presnted a few letters written by Mr Katela.
