Allahabad, May 9 (UNI) Allahabad High Court has ruled that the state government cannot refuse affiliation to the petitioner institutions, which had been granted recognition for starting basic training course (BTC) by the National Council For Teacher's Education (NCTE).

The ruling given by Justice Arun Tandon also held that two letters dated September 6, 2004 and November 21, 2006 passed by the state government are inoperative, being contrary to the statutory rules.

According to the two orders, the state government had taken a decision that two year BTC course shall be allowed in government institutions only and not private institutions.

The judgement was passed while deciding the writ petition of Abhinav Sewa Sansthan Mavidyalaya, Kanpur and several other institutions.

The petitioners had moved the HC seeking direction to the state government to grant no objection certificate (NOC) affiliation for starting two years BTC course.
