Shimla, May 5 (UNI) The Himachal Pradesh unit of the BJP today accused the Congress Party of misusing government machinery in the coming Shimla Municipal Corporation elections.

Addressing mediapersons here, party spokesman Rajiv Bindal alleged that Congressmen were misusing the Mayor and Deputy Mayor's office for the SMC elections, which was a violation of the model code of conduct.

''The government is extending undue benefits to Congress party men. We have filed a complaint in this regard with the Election Commission, demanding effective measures for the implementation of the model code of conduct,'' he said.

Mr Bindal said the BJP would release its election manifesto on May 11 and would outline the party's strategy for the planned development of the historic town.

Expressing optimism that party would win the corporation elections and Lok Sabha by-polls later, he said the people were fed up with the present dispensation, which had failed miserably in building basic infrastructure in the town.

He lashed out at Congress for its ''failure to provide regular drinking water supply, electricity and ease traffic on the roads of the town'' despite being in power for last 21 years in the SMC.

''The Congress has failed on all the fronts and is responsible for the miseries of people,'' he added.
