Uganda government, rebels sign phase-2 of peace deal
KAMPALA, May 3 (Reuters) Uganda's government and Lord's Resistance Army rebels have moved one step closer to ending two decades of civil war, signing a second phase of a peace deal in the first breakthrough since they agreed a truce last year.
''We signed agenda item number two last night,'' government spokesman Barigye Ba-Hoku told Reuters by telephone today.
