Modi has ushered in ''conspiracy of killing'': Modhwadia

Ahmedabad, Apr 30 (UNI) Leader of Opposition in Gujarat Assembly Arjun Modhwadia today alleged that ''conspiracy of killings in fake encounters'' had began in the state ever since the Narendra Modi government came to power.

''Criminal investigation in the state is done as per the wishes of Mr Modi and not as per rules,'' he said in a release here.

He said ''On each occasion when a person is killed in an encounter, he is branded as an agent of 'Lashkar-e-Toiba' or Dawood Ibrahim gang or the ISI. And the deceased is written-off as one more assassin, trying to kill the Chief Minister.'' All this was being done to present the Chief Minister as a hero so as to gain sympathy of the people of Gujarat, he added.

''It is a known fact that Sohrabuddin was killed in a fake encounter'', he said.

Through a confidential order through the Director General of police on April 27, Mr Modi had issued directions to Chief Investigating Officer Padheriya to report and function as per the instructions of DGP Crime, CID O P Mathur, bypassing CID Crime IGP Rajnish Rai, who is now investigating the murder of the two eye-witnesses of Soharabuddin encounter.

''The order states that permission needs to be sought from O P Mathur regarding raids, scientific opinions, arrests, decisions to be taken in future in respect to investigation and other matters concerning the custody,'' Mr Modhwadia said.

By issuing such an order, all powers of Mr Rajnish Rai has been snatched away with respect to narco-analysis test of the arrested official. ''This order means that narco-analysis of the arrested officials cannot be made without prior permission of the Chief Minister'' he added.

''It thus clearly shows that in Gujarat, crime investigation is not carried out as per the law but as per the wishes of the Chief Minister,'' Mr Modhwadia alleged.

If the Supreme Court assented to CBI probe, then Home Minister Amit Shah and Chief Minister Modi could also have been arrested. To merely save their skin, the state government admitted to the fake encounter of Soharabuddin and today to the killing of his wife Kauserbi, thereby making Vanzara and other officers scapegoats, he alleged.

Mr Modhwadia demanded that brain mapping and narco-analysis tests be carried out on all the officers involved in the case.

''The intention of Mr Modi is clear, the arm of the law should not reach him,'' Mr Modhwadia alleged.
