New Delhi, Apr 30 (UNI) India and Pakistan should declare general amnesty for militants in ''jails or holed up in either side'' to return home to promote the peace process, said the joint statement of the second Intra Jammu and Kashmir 'Heart-to-Heart' talks.

Addressing mediapersons a day after the three-day conference concluded, former 'President' of Pakistan Occupied Kashmir (PoK) Sardar Qayyum Khan and Panthers Party Chief Bhim Singh, organiser of the talks, today stressed on the need to allow the militants to ''make a fresh start''.

''To promote the peace process we feel that it time that a general amnesty be granted to all those in jails.... Those suffering in jails or present in Jammu and Kashmir may be given an opportunity to return home,'' said the statement.

Mr Khan said violence had no place in the modern world and militants and separatist groups should join the dialogue process.

''I will take up the issue with jehadi groups....,'' he added.

Ruling out independence for Jammu and Kashmir, Mr Khan described it as ''wastage of time and a mental luxury'' for some people.

''...Independence for Kashmir is an impossibility. An independent Muslim country having sovereignty in the region is not possible. It is a wastage of time and a mental luxury for some,'' he said in reply to a question.

The POK leader also dismissed the Hurriyat Confernce's claim of being the true representatives of Kashmiris, saying it does not represent the whole of Jammu and Kashmir as a party.

''People know who the true representatives are... Hurriyat does not represent the whole of Jammu and Kashmir but a sphere of the movement. Everybody has a claim to the leadership,'' he added.

Mr Khan, the first PoK leader to have met Prime Minister Manmohan Singh, reiterated that the Hurriyat Conference and other separatist leaders should have attended the third Round Table.
