Lakhimpur Kheri/Sitapur, Apr 19 (UNI) Reproaching the Congress-led UPA regime at the Centre, Uttar Pradesh Chief Minister and Samajwadi Party (SP) chief Mulayam Singh Yadav today alleged the former was hatching a conspiracy by banning sugar export so that sugar mill owners failed to pay farmers their dues whereby the UPA could make it a poll issue.

''Congress is lying through its teeth. It has always been giving the stepmotherly treatment to UP,'' Mr Yadav alleged while addressing poll rallies in Lakhimpur Kheri and Sitapur.

The CM claimed, ''In a democratic set-up, people have the power to decide the fate of any political party. At present, people are with SP. People have now realised the true faces of Congress, BSP and BJP. Therefore, I am seeing the results of the ongoing assembly poll through rose-coloured spectacles.'' Training guns at AICC chief Sonia Gandhi, the former defence minister lamented ''instead of realising party's declining popularity in UP, she is unnecessarily trying to shake pillars of my over 3-year-old regime. But happily, no one has that capacity.'' Terming Congress as lifeless in UP, Mr Yadav said, ''After being rejected in Uttarakhand, Gujarat, Rajasthan, Punjab and Madhya Pradesh and the recently concluded MCD poll in Delhi, one thing is sure that the party will also lose the ongoing UP election.'' Fulminating BJP over the ''objectionable CD'' episode, SP chief claimed ''only I have the power to keep the 'communal' forces far from UP CM's seat.'' ''Under my rule, all including farmers, bussinessmen and youth have progressed. I never neglected anyone and constantly worked for the welfare of all the sections,'' he further claimed.

''After coming to power, I would increase the amount of Kanya Vidhya Dhan from 20,000 to 25,000. Farmers will be compensated fully during natural disasters. Everyone knows that I do not make hollow vows. All these announcements would be implemented within 24 hours of SP returning to power,'' he asserted.
