New Delhi, Apr 8 (UNI) The BJP today said it would observe 'Jan Aakrosh Divas' in all state capitals tomorrow against the second FIR filed against party President Rajnath Singh in connection with the controversial CD.

Mr Singh will court arrest in Lucknow tomorrow. He met senior party leader Atal Bihari Vajpayee this morning to seek his blessings ahead of his arrest.

Senior party leaders including Leader of the Opposition L K Advani, M Venkaiah Naidu, Sushma Swaraj, Arun Jaitley and Yashwant Sinha among others would be present during his arrest, party spokesman Prakash Javadekar said here in a statement, alleging that the second FIR was lodged under influence of the UP government.

The move came despite the BJP's explanation to the Chief Election Commissioner that the CD was not a part of official campaign, he said.

Besides, BJP Vice-President Mukhtar Abbas Naqvi will appear before the Election Commission tomorrow in response to the summons issued by the panel for giving the BJP's point of view in the controversy.

On Friday, a party delegation, led by Mr Naqvi, met the CEC and said the contentious CD referred to in the notice was not official nor was it seen or approved by the BJP leadership.

''The second FIR against Mr Singh is a malicious design of the Samajwadi Party and other psuedo secularist parties,'' Mr Javadekar said, noting that no action was taken against RJD supremo and Railway Minister Lalu Prasad who used a Godhra CD in the Bihar elections for ''divisive politics.'' ''Recently notices have been issued to Agriculture Minister Sharad Pawar for declaring sugar package and UP Chief Minister Mulayam Singh Yadav for castist appeal both in violation of the code of conduct. However, no FIR was registered against them,'' the spokesperson said.

Mr Javadekar added that, earlier, no FIR was registered against either Congress President Sonia Gandhi for using state government aircraft during Chhattisgarh Assembly elections or Mr Prasad for distributing cash during Bihar Assembly campaign.
