CAG warns Mizoram SSA Mission for slow progress

Aizawl, Apr 3 (UNI) The Comptroller&Auditor General (CAG) report 2006 has warned Mizoram Rajya Mission of Sirva Shiksha Abhyan (SSA) for slow progress in implementing universalisation of elementary education (UEE).

The report said the programme in the state was not effective, consequently, the objectives of the scheme could not be realised even after five years of its implementation.

It termed the financial management of the programme poor and said the accounts of the Rajya Mission had many flaws and did not represent the accurate position of the financial transactions, while insisting upon internal audits as well as proper monitoring.

The SSA authorities claimed that drop out rate in 2005-06 was recorded only 2.02 per cent, which was 55.6 per cent at primary level and 64 per cent at elementary level but CAG commented, the Rajya Mission's claim was not supported by any survey report thus, not reliable.

It was further mentioned, despite repeated advice for the SSA authorities to carry out a study to determine the actual dropout rate and make plans to address it no such study was conducted till June 2006.

While the SSA objective is to provide elementary education to all children between the age group of six and 14 by the year 2010, the state is yet to provide schooling facilities to at least 387 villages at the end of the fiscal 2005-06.
