Choose growth or destruction, Cong tells UP voters

New Delhi, Apr 2 (UNI) Mr Kapil Sibal, Convenor of the Congress Media Committee for Uttar Pradesh polls, today claimed that the State had witnessed a decline in all the spheres during the last 18 years under the various non-Congress Governments and said the people there should now choose between the paths of development and destruction.

Minister for Science and Technology, Mr Sibal, said the state had not achieved anything during the last 18 years with people being devoid of any amenities. The financial position of the State had gone from bad to worse and there was deterioration in industry and service sectors with farmers condition worsening.

Mr Sibal, who returned here from his visit to Uttar Pradesh, said he had asked the people of the state what type of society did they want, whether a criminals-ridden society or a society free from criminals.

The senior Congress leader revealed that as many as 10 lakh armed licences had been issued to politicians of the state ever since the Mulayuam Singh Government came to power. These included 360 licences for carbine. Among the people issued arms licences were 14 MPs. Most of the MLAs whom licences were issued were from the ruling Samajwadi Party.

Wondering what was the need for politicians being issued arms licences, Mr Sibal said in Lucknow alone as many as 43,000 licences had been issued by the state government and the city had no less than 100 arms shops. The state also took the lead in the highest number of kidnappings.

Stating that Mr Mulayam Singh was giving largesse to his village, constituency and community, he said till August 2005, he had spent Rs 350 crores of the taxpayers money on his village, Saifai, in Etawah district. This allocation was three times more than that for seven underdeveloped districts in the state's Bundelkhand belt.

It was India's only village with an air strip, multi-speciality hospital, an international size sports stadium, a post graduate college and a proposed lion safari park. A 220 kv power plant, exclusively for Saifai, gives it uninterrupted power round the clock, he said.
