The PIL specially wanted guidelines for service providers like pithuwalas, ponywalas, palkiwalas among others, whose irresponsible behaviour caused numerous difficulties to the pilgrims, especially aged persons who are totally dependant on them for reaching the holy shrine.

The counsel for the petitioners, Sushil Juneja, a resident of Modern Housing Complex (MHC), Mani Majra and 109 others, alleged that municipal committee of Katra which collects large amounts of money by way of taxes from the pilgrims, is not doing anything to check this malpractice leading to exploitation of the pilgrims.

The petitioners have prayed for directions to respondents including Jammu and Kashmir government, its director local government and the executive officer, municipal committee, Katra to provide proper facilities to the pilgrims visiting Mata Vaishno Devi and to regulate the services of Pithuwalas, Palkiwalas, Ponywalals and porters.
