SC stay on quota no set-back to Cong: Sibal

Kanpur, Mar 30 (UNI) Union minister and AICC convenor (media management) Kapil Sibal today reiterated that the Supreme Court stay on quota in institutions of higher learning was not a setback to the Congress.

Mr Sibal said here the apex court order would not affect the Congress' prospects in the coming UP polls and the party would ''spring surprises.'' ''UP is the soul of India and the state should be first developed to usher in development in the rest of country,'' the senior Congress leader noted.

He observed the people in UP were fed up with the current regime and wanted change of guard to tide over ''darkness and criminals''.

Mr Sibal alleged that criminals were ''ruling the roost'' in UP and definite and decisive steps must be taken to restore the rule of law.
