New Delhi, Mar 30 (UNI) Close on the heels of the Congress indicating its unwillingness to 'divide' the MCD in its manifesto released today, the BJP said it was bent upon carving 'several corporations' for better management of Delhi and making it a world class city if it wins the April 5 municipal elections.

While Chief Minister Sheila Dikshit earlier in the day asserted that water and power situation in Delhi ''were not an issue'' in the forthcoming MCD elections, Delhi BJP president Harshvardhan said the two issues along with back-breaking price rise would be core issues for the polls.

''The BJP promises a transparent and corruption-free council with accountability at all levels besides making Delhi a world-class city, upholding its plurality, strictly enforcing the law and make Yamuna clean and pollution-free.'' ''The people of Delhi are reeling under the Congress rule with several of its councillors caught in corruption cases and not just the poor even the middle class feeling cheated with sealing and skyrocketing price rise,'' said the Delhi BJP chief.

''Through the manifesto we promise to bring back Delhi's lost credibility and character and work to relieve the burden of unending tax levies made by the Congress government. People-friendly rules and laws would be brought to make life easier and safe in Delhi.'' And for this, ''if radical changes were needed we would go ahead,'' he added.

Elaborating on the 23 resolutions of the party, BJP Election Campaign Committee chairman V K Malhotra said the ''anti-incumbency factor was working against the Congress at all the three levels -- MCD, State and Centre.'' ''Citizens here will be issued multi-purpose I-Cards, all unauthorised colonies will be provided basic amenities without any charges and specific efforts would be made to make Delhi clean and green.'' Others present during the election manifesto release were Sahib Singh Varma, Jagdish Mukhi, Lal Bihari Tiwari, K N Sahni, Vijay Goel, O P Kohli and Subhash Arya.
