MoU on labour, employment between India, Kuwait

New Delhi, Mar 29: The Union Cabinet today approved signing of a Memorandum of Understanding (MoU) between India and Kuwait on labour, employment and manpower development, facilitating recruitment of manpower between the two countries and protecting the interests of workers.

Under the MoU, the two countries would set up a Joint Working Group to oversee the issues relating to labour and employment, Parliamentary Affairs Minister P R Dasmunsi told reporters after a cabinet meeting, chaired by Prime Minister Manmohan Singh.

Another salient feature of the MoU relates to prohibition on changing the terms and conditions of the contract of employment to the detriment of workers and hammering out procedures for authentication of the employment contract.

The minister said it would now be unequivocal responsibility of the employer regarding arranging work permit for the worker.

The ambit of the MoU also includes protection and welfare of the workers not covered under the labour law of Kuwait.
