Aizawl, Mar 28 (UNI) Congress legislators have expressed dissatisfaction over the law and order situation in the state and alleged that the crime rate figures were manipulated.

During the Budget discussion yesterday, Opposition MLAs were displeased by the Governor's speech that mentioned crime rates in the state to have fallen by more than 18 per cent.

''The law and order situation in the state is not what the government has projected. Crime rates seem to be coming down because the statistics have been manipulated,'' said Congress legislator Zodintluanga.

Speaking about the morale of the state police, he lambasted Chief Minister Zoramthanga who reportedly said that the churches and the NGOs are more efficient than the police force in controlling social evils.

While Home Minister Tawnluia pleaded with NGOs to operate within the law, the Chief Minister encouraged lawlessness by saying, ''everything cannot be achieved by law,'' Mr Zodintluanga added The insurgent groups from other states have made Mizoram their homes, occupying rented premises and having telephone landline connections, he alleged adding, ''Insurgents feel so safe in Mizoram that gun-running has become a striving business here.'' Mr Zodintluanga also pointed out that it has encouraged the gun-runners to use the state as a passage between Myanmar and Bangladesh and alleged that MNF party secretaries were deeply involved in gun-running.
