Ahmedabad, Mar 5 (UNI) The Nanavati-Shah Commission, probing the February 2002 Sabarmati Express carnage and the riots that followed in its aftermath, may first come out with an interim report on the Godhra incident, commission sources said.

The Commission may first submit an interim report on the carnage alone and later its full report, dealing with both the torching of the S6 of the train and the riots that broke out, the sources said.

However, the judges may also seek the opinion of the advocates and then decide about it, they said.

Today, the Commission was to hold a public hearing on incidents that occurred in 11 districts including Surat, Rajkot, Dangs, Surendranagar and Valsad, but nobody turned up. The panel has now fixed March 28, 29 and 30 for hearing of the Government's side.

''The Government will enlist before the Commission all the measures it had taken during the riots in these eleven districts,'' said Commission sources.

The panel will also hold a hearing on the role of the media during the riots. ''Several affidavits submitted before the Commission has mentioned the media's role as an instigator, especially the electronic media, with constant repetition of the violent pictures,'' said sources.

Over 45,000 affidavits have been submitted before the Commission, half of which are for compensation, sources said.
