Lucknow, Feb 21 (UNI) Amid reports of the Centre was mulling President's Rule in Uttar Pradesh, the Mulayam Singh Yadav-led Samajwadi Party today withdrew support from the UPA government and announced a decisive 'Halla Bol' agitation against Congress.

Without mincing words, the CM accused Congress of siding with BJP in conspiracy against his ''majority government.'' Charging Congress with hobnobbing with the 'communal' BJP to dislodge his ''democratically elected'' government in UP, he said SP would launch a relentless fight against Congress' mala fide intentions.

''How can a party, which claims to be the propogator of secularism, have an understanding with BJP,'' the SP president wondered, while announcing the withdrawal of support from the UPA at the meeting of SP office bearers, MPs and MLAs at party's state headquarters here this afternoon.

''I also request CPI, CPI (M) and other Left constituents to follow suit,'' he underlined.

The decision came in the wake of Congress planning to exercise Article 356 in UP following February 14 Supreme Court ruling disqualifying 13 of the 37 Loktantrik Bahujan Dal (LBD) MLAs, who had deserted Mayawati's BSP to join SP, enabling Mr Yadav form an alternative government in Auguat 2003.

The UP CM had alleged last evening a top industrialist, besides Congress and BJP, was behind the conspiracy to dislodge the SP government in the state.

''A top industrialist, who was instrumental behind honouring of Gujarat CM Narendra Modi as the best CM of the country by Rajiv Gandhi Foundation was behind the conspiracy to ouster my government,'' Mr Yadav said, adding the industrialist was working as a bridge between Sonia Gandhi and Narendra Modi.
