New Delhi, Feb 15: The Centre was today understood to have cleared the text of President A P J Abdul Kalam's address to a joint sitting of Parliament on the opening day of the Budget session on February 23.

The final touches to the text were given at a meeting Prime Minister Manmohan Singh had with Dr Kalam last evening and the formal approval was given at a Cabinet meeting he chaired this morning.

The government did not hold the customary Cabinet briefing today after the weekly meeting of the Cabinet, possibly due to its inability to announce major policy decisions ahead of the Budget session of Parliament.

The Railway Budget will be presented on February 26, which would be followed by the annual Economic Survey and the General Budget on successive days.

The first phase of the session will end on March 21 for a recess till April 17, during which various committees will discuss the demands of different ministries.

The session, which will end on May 22, will have 42 sittings.
