Mumbai, Feb 13 (UNI) Maharashtra NCP today said it had authorised its district units to decide seat-adjustments with the Congress for the forthcoming Zilla Parishad and Panchayat Samiti elections, scheduled for March 11.

State Unit President Arun Gujrathi told reporters the alliance will not be for all the 27 Zill a Parishads and 310 Panchayat Samitis. However, the district units have been authorised to take a decision with the approval of the State leadership.

''Alliance can happen if both parties need it,'' he said in response to a question on when the talks on seat adjustment would begin with the Congress.

Mr Gujrathi, while admitting that loadshedding that is rampant in rural areas would hamper the chances of the Congress-NCP to some extent, said Shiv Sena-BJP had no moral right to make a political capital out of it because its government too was reponsible for the sorry state of affairs in the power sector.

''Till 1994, when Mr Sharad Pawar was the Chief Minister, there was an annual budgetary allocation of Rs 400 crore for power generation. After the Congress government was voted out of power, Shiv Sena-BJP turned a blind eye to the power sector,'' he alleged.

Mr Gujarathi said the Democratic Front government had a good power generation policy in hand and was working hard towards implementing it with private partnership.

''In the next two to two and half years, there will be 2,000 MW of power generation and the State would be electricity surplus,'' he added.
