EU calls for smoking ban in public places

BRUSSELS, Jan 30 (Reuters) The European Union's health chief today urged all countries in the bloc to prohibit smoking in public places, following bans in Ireland, Italy and Sweden.

Banning smoking in places such as bars, restaurants and the workplace is the preferred option of EU Health Commissioner Markos Kyprianou, according to a discussion paper on smoke-free environments released today.

''The (European) Commission considers that the policy of the widest possible scope would bring the biggest benefit to public health,'' the paper said.

''Several successful examples of comprehensive smoke-free policy now in force around the world proved that this option is viable and enforceable,'' it said.

The draft stopped short of saying whether Brussels would introduce a definitive EU-wide ban, but did not rule out such a legally binding measure.

''The desirable level of EU involvement in promoting smoke-free legislation is an open question,'' it said.

Ireland in March 2004 became the first country in the world to introduce a nationwide ban on smoking in pubs, restaurants and other enclosed workplaces.

Italy, Sweden and Scotland have since introduced similar legislation with the rest of Britain set to follow suit later this year. Some EU members such as Germany oppose a ban, while others including Belgium and France favour limited legislation.

According to EU figures, 19,000 non-smokers die from passive smoking each year in the bloc.

All 27 EU governments, non-governmental organisations, consumers and the tobacco industry will be invited to put forward proposals on the matter by May 31. The Commission is expected to deliver its final recommendations in early 2008.
