Thiruvananthapuram, Jan 24 (UNI) Stating that groupism in the Congress party will not be allowed in future, All India Congress Committee general secretary in charge of Kerala Veerappa Moily today said the process of restructuring the state party unit will be from the grass root level.

Addressing newsmen here, he said ''groupism will not be allowed as it has cost the party in the past. The process of restructuring will be done systematically and methodically.'' All the 14 District Congress Committees (DCC) would be reconstituted after consultations with leaders and others and a decision on the DCC presidents would be taken in the shortest time.

In the second phase, the ward level and booth level restructuring would take place and regarding the Kerala Pradesh Congress Committee office bearers, it would be taken up in the third phase.

When asked about those who had rejoined the party after breaking away from it, Mr Moily said ''there will not be any grading and these persons will be provided with a space as Congress is a party which has a large all inclusiveness character.'' He also asked Veteran leader K Karunakaran, who is now with the Nationalist Congress Party not to interfere in the Congress' affairs. "Mr Karunakaran has left the Congress and let him not interfere in our affairs." On the functioning of the Left Democratic Front government, he said the situation in the state was quite alarming. ''The state has failed in providing social justice and also in imparting development. It has failed in attracting investors and as such development is not happening here when compared to other states,'' he said.

The state was in deficit and the government was finding it difficult for its day to day affairs, he said and it was a very sad state of affairs. ''The present financial situation in the state is unwarranted and it is due to mismanagement that resources are not coming up,'' he said and added that Tamil Nadu and Andhra Pradesh were booming and going forward.

Alleging that the ''rule of law" in the state was a real casualty of LDF government, he said the security of the people of the state was at stake.
