Minister for Primary and Secondary Education Basavaraj Horatti, expressing his surprise over receipt of the application, talking to newsmen here said that the parents claimed in the application that Union Minister for Human Resources Arjun Singh had stated about giving help.

He said that applicants claimed that a circulation by Union Human Resources Ministry had directed through a Circular the State government to provide financial help of Rs 500 to a girl child upto SSLC and Rs 2000 for two girl students for post SSLC education, has been issued.

"So far I have received more than 20,000 applications and appeal to the parents of girl students that no such circular was issued from the Union Ministry and it was the bogus propaganda spread by some mischievous elements.
