Cong manifesto seeks Legislative Council for Uttarakhand

New Delhi, Jan 16 (UNI) The Congress Manifesto for February 21 Assembly elections in Uttarakhand, finalised here today, demands, among other things, constitution of a Vidhan Parishad(legislative council) in the State.

The legislative council is needed to give representation to the smaller castes of the State, PCC President Harish Rawat told reporters after a meeting of the Pradesh Congress Manifesto Committee held at the AICC Headquarters.

The meeting, which lasted five hours, was attended by AICC General Secretary incharge of Uttarakhand Moti Lal Vora and the PCC President, besides over 30 of its members.

Chief Minister N D Tiwari, who was in town, could not attend the meeting due to an indisposition, according to party sources.

Mr Rawat and Mr Vora said the manifesto was a sort of report card of the State Government enumerating its achievements during the last five years. It promises to maintain its growth rate at 11 per cent and to take effective steps to promote horticulture, floriculture and agriculture.

The manifesto contains a long term plan for development of the State, for collective farming and promotion of farmers and women welfare.
