Mistake not to have more troops in Baghdad

WASHINGTON, Jan 11 (Reuters) President George W Bush, in a speech announcing a shift in US strategy on Iraq that will include sending more troops, will admit the mistake of not having enough American and Iraqi forces to secure Baghdad.

''There were not enough Iraqi and American troops to secure neighbourhoods that had been cleared of terrorists and insurgents,'' according to excerpts of Bush's speech. He also said the US commitment was ''not open-ended.'' Reuters DKS VP0430
