HP constitues LADC for development of power affected areas
Shimla, Dec 12 (UNI) The Himachal Pradesh Government has constituted a district-level, Local Area Development Committee (LADC) in all hydel projects above five MW being executed in the state for the development of Project Effected Areas, an official spokesman said today.
Deputy Commissioner of the concerned district would be the Chairman of LADC for each Project, representatives of HPSEB, PWD, IPH, forest, health, horticulture, agriculture, education, animal husbandry, rural development, welfare and art, culture and language, fisheries concerned block development officer (BDO), concerned land acquisition officer and pradhan of the panchayat would be its other members.
The spokesman, in a release here, said the concerned Sub Divisional Magistrate would be its member secretary.
The LADC would oversee the restoration of facilities adversely affected due to implementation of the project, the implementation of rehabilitation and relief plan, employment related monitoring and implementation of catchment area treatment plan (CAT), compensatory afforestation, environmental management plan, environment impact assessment (EIA) plan and quality control mechanism of the projects, he said.
It would also supervise the activities of Agriculture, Horticulture, Animal Husbandry, Irrigation and Public Health, Forest, Fisheries, Rural Development, Education, PWD, Power departments and other social, religious and cultural activities, while reviewing the recommendations and implementation of the Forum of Hydroelectric Power Producers and the progress of all statutory clearances, time and cost overruns of the Project, if any, he added.
