Ranchi, Dec 11 (UNI) Criticising Prime Minister Manmohan Singh's statement which said minorities should have 'first claim on the resources' of the country, former Jharkhand chief minister Arjun Munda today said people living below poverty line had the primary right over the resources.

Mr Munda said such statements would leave an adverse impact on the policies of the Finance and Planning Commission, alleging that it also smacked of the Congress' old attitude of appeasing the minorities.

Terming the statement as a part of ''vote bank policy'' of the Congress he said, the BJP was opposed to any priority being given to anyone on the basis of caste and religion.
