Badwani(MP), Dec 9 (UNI) How to hoodwink the Election Commission's tough stand on adhering to the model code of conduct during elections? ''Smile code'' is exhibited with caution and the audience applauds in response.

This revelation about wanton violation of the commission's directive banning public announcement of new schemes during elections was made by Madhya Pradesh Jail Minister Antar Singh Arya at a public meeting at Jhirijamali village of this district yesterday.

''With a smile on lips, slightly nod the head. This tactics pays off as the electorate understands the response to their demand'', Mr Arya said.

Mr Arya himself made the revelation as Tribal Welfare Minister Vijay Shah simply smiled when the former sought sanction of Rs 1 crore for various development works in Badwani district.

''On many occasions, particularly during elections when the model code was in force, public announcement could not be made. Then 'smile code' works'', he added.
