UPA government will reform civil services: PM

Hyderabad, Dec 5: Prime Minister Manmohan Singh today said the UPA government would reform civil services by laying more emphasis on domain expertise, training, rigorous performance assessment and greater tenure stability.

Participating in the golden jubilee celebrations of the Administrative Staff College of India (ASCI) here, Dr Singh said the government would make service conditions of the civil servants more competitive.

Stating the Centre was committed to promote a code of conduct that defines the relationship between the civil service and the political executive, he said ''We need a public service that ensures security for women and children to live in peace.'' Calling upon the people to play an active role in exposing inefficiency, resisting corruption in public life and taking forward public programmes that benefits the nation, Dr Singh said the business of governance rests equally on the shoulders of the government and the citizens to make the government function better.
