PM stresses on private public partnership in R

Hyderabad, Dec 5 (UNI) Prime Minister Manmohan Singh today stressed the need for Public Private Partnership (PPP) in carrying out scientific Research and Development (R&D).

Speaking at the golden jubilee celebrations of Administrative Staff College of India (ASCI) here, Dr Singh said India's share in scientific research worldwide which was less than one per cent was ''declining.'' ''Private and public sectors need to play a dual role to enhance our capacity for product development and innovation. We must develop human resources for a modern economy and deliver basic services better,'' Dr Singh said.

The country was handicapped by low levels of R and D despite the economy showing its ability to develop new products and services since the globalisation began, he observed.

Stating that there was a need to improve infrastructure and enhance capacity to be part of global supply chains, Dr Singh said, ''we have to take full advantages of the opportunities provided by world markets and improve the quality of public expenditure and keep the animal spirits of our entrepreneurs high and alive.''
