Karnataka Government creates 3 per cent reservation for Disabled

Bangalore, Dec 1 (UNI) The Karnataka Government has created a history by implementing the Union government's Disability Act 1996 earmarking three per cent of the budget for development of people with disability in the State.

Terming the State Government's move as a bold step, Community Based Rehabilitation (CBR) Network (South Asia) Regional Advisor Indumathi Rao told newspersons here today that Karnataka was the first State to implement the Act which was passed a decade ago in the Parliament. Under the Act, disability was made a state subject.

However, no state had come forward to implement the Act.

"Now with funds made available, it is the duty of the Administration and NGO's to see that the Act was implemented in true spirit to benefit the needy", she added.

The CBR Network was a Non-Governmental Organisation (NGO) and has its presence in more than 90 countries.

Ms Indumati said that CBR has already opened its branches in six districts of Karnataka and blue print for other districts would be prepared.

According to a Notification dated November Nine, three per cent reservation in Group A and B posts and five per cent reservation in Group C and D posts. Not less than three per cent of the fund allocation in all poverty alleviation schemes or development programmes, welfare schemes, education, health and research programmes, including central and externally aided schemes and projects, should be spent on providing relief to persons with disabilities.

The Notification also provides reservation of three per cent while allotment of land for House, setting up of business, special recreation centers, establishment of special schools, establishment of Research Centers, factories by entrepreneurs with disabilities and the rate charged may be made at concessional.

As per the notification, the State Government Departments, Boards, Corporations, Zilla Panchayats, Taluk Panchayats, Town Panchayats, Gram panchayats, Muncipal Corporations, Muncipal Councils, Local Bodies, Urban Development Authorities and other Establishments and other aided Institutions shall provide three per cent reservation in Group A and B posts and Five per cent reservation in Group C and D posts.
