Mysore, Nov 26 (UNI) Mr Siddaramaiah, the Congress candidate for Chamundeshwari assembly by-poll today filed a complaint with the EC observers alleging that the state police were acting in a partisan manner against the party leaders during the campaign for the December four polls.

The complaint cited incidents like party MLC Mallajamma allegedly kept in house arrest for some time yesterday and party workers being attacked by the Janata Dal(S) workers.

"Free and fair election is not possible under such a police force. The EC should initiate action. The JD(S) workers should be punished," he urged.

Meanwhile, Rajya Sabha Vice-chairman Rahman Khan alleged that situation in the constituency was deteriorating and the entire government machinery was being misused.
